DEMOCRACY AND THE PERSONAL REPRESENTATIVE: A NEW DEMOCRACY
No Act of the Parliament of Canada or any Provincial Legislature or The National Assembly of Quebec is law until it has stood before the Will of The People - which will is represented solely by The Personal Representative. This means the Will of 100% of The People. If only one person of The People - one Personal Representative - can make the statement that a bill did not stand before his/her will or that he/she was not allowed to freely express their will on that bill then the bill is not law.
These are the two requirements for a bill - an Act of Parliament or a Provincial Legislature - to become law. The bill must stand before the Will of The People - 100% of The People and each person of The People must be able to freely express their political will on that bill. At present no bill passed by the Parliament of Canada or any Provincial Legislature is law either legally or constitutionally since none of these bills has ever stood before the Will of The People and not one person of The People has ever been able to express their will on any bill.
The Elected Representatives either federally or provincially do not represent the Will of The People of Canada. Sadly, they do not even represent their own wills. When a bill is passed through the House of Commons or any Provincial Legislature, it represents the will of the Prime Minister or Provincial Premier and a very small group of their advisors - a group of no more than 30 people 95% of whom are men.
The theory of Democracy is that when a bill is passed by the Parliament of Canada, that bill has stood before the Will of the People as expressed by their elected representatives, that the People of Canada have spoken through these representatives and therefore the bill is law. This is not true. It is the greatest lie thats ever been told.
In the 134 years since 1867 and through over 35 parliaments and hundreds of provincial legislatures and national assemblies not one of these parliaments, legislatures, or assemblies has ever represented the Will of The People of Canada or the Will of The People of their Provinces. During the entire history of this country, well over 60,000 people have been elected to these institutions, and not one of them has ever represented the will of their constituency either Federally or Provincially or collectively the will of the country. During all these years between 200 to 300 million people have lived, died, or are presently living in Canada and not one has ever been allowed to express their will politically on any bill passed by any parliament, legislature, or national assembly. And throughout this entire period not one elected representative has ever represented the will of any one of his/her constitutents. Indeed throughout the 134 years of our history, 99% of these so called elected representatives have never been able to truly express their own will on any bill - been forced to vote for or against bills on strictly party lines - let along pretending to represent the will of tens of thousands of their constituents or collectively the will of millions of people. Not only that but the vast majority of them are not even involved in the formulation of policy, this been under the total control of the Prime Minister and his political cronies. These bills are just worthless pieces of paper.
When you reach the age of 18 you become your own person. You represent yourself. You represent your own will. Nobody else can represent your will since nobody else can be you. At no time in our long history has any bill ever stood before the Will of the People and at no time has any one person of the People ever been allowed to freely express his/her will on any bill. This means that since 1867 not one bill - not one Act of Parliament or any Provincial Legislature - is law. There is no legal or constitutional foundation for the functioning of the state.
The Personal Representative will provide the legal and constitutional framework through which all bills will become law. The Personal Representative will put " The People" back in " Of The People, By The People And For The People."
Although the Elected Representatives will still be an integral and important part of the political process - Now all people will be an important and integral part of the democratic process. Leadership will no longer be totally dependent on political parties and the quality of their candidates. It can come from anywhere in the country. A group of grade 10 students could reach out with a good idea, grab the imagination of The People and change the history of this country.
You will no longer be a political corpse to be dragged out of the morgue at election time, unthawed just long enough to vote and then quick frozen and immediately returned to the morgue with absolutely no say in any decisions affecting the political and economic future of this country. It will matter what you want and it will matter what you think because you'll have the power to make it matter.
You have the constitutional right to represent yourself. Indeed without the constitutional functioning of this right no bill - no Act of Parliament - no Act of any Provincial Legislature - no Act of the National Assembly of Quebec is law.
"YOU DON'T REPRESENT ME. I REPRESENT MYSELF."
As will be explained further in this write-up, the establishment of the Personal Representative will also entail the constitutional right for every person of The People, from the richest to the poorest, from those who live in mansions to those who live in the streets, to public access to a computer and the internet to be followed by the constitutional right to personal access to a computer and the internet for every citizen of this country. It will be the cornerstone for a New Democracy.
